AI Chatbots Deliver ‘Misleading and Partial’ Voting Advice, Claims Dutch Watchdog

AI chatbots are proving to be “unreliable and clearly biased” when offering voting advice, the Netherlands’ data watchdog has stated, issuing warnings about a possible risk to democracy just over a week before national elections.

Testing Reveals Consistent Bias in AI Suggestions

The quartet of AI assistants evaluated by the authority “often end up with the same two parties”, regardless of the voter’s inquiry or input, the watchdog noted in a report published ahead of the 29 October election.

In more than half of the cases, the AI recommended either the right-wing PVV of Geert Wilders or the progressive GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Some parties, such as the centre-right CDA, “are almost never mentioned”, despite the fact that the voter’s query exactly matches the positions of these political entities, the report pointed out.

Official Warns Against Relying on AI Assistants for Voting Guidance

The vice-chair of the data protection agency, the official Monique Verdier, commented that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a political group that might not correspond to their political views, she emphasized.

“This directly impacts a cornerstone of democracy: the integrity of free and fair elections,” said Verdier. “We thus caution against employing AI assistants for voting advice, as their functioning is opaque and difficult to verify.”

Election Context and Party Dynamics

Netherlands citizens vote on 29 October in an election that will be keenly observed across the continent for the performance of the Freedom party.

The far-right party of Wilders is leading the polls but the lead over the left-wing and centre-right parties appears to be narrowing, with numerous electors still undecided.

All major parties have ruled out an alliance with the PVV, meaning the runner-up party is most likely to provide the next prime minister.

Inadvertent Prejudice Attributed to Chatbot Functioning

The AP stressed that the bots were not deliberately biased, and that their “identified shortcomings” are a result of the way AI chatbots operate.
